Dinesh D’Souza: Colin Kaepernick’s big lie

Enjoy, Hypocrisy

PNP comment: This is a great list of TRUTHS !!!!! — Editor Liz Bowen

By Dinesh D’Souza,

Fox News

September 25, 2017

President Trump seems to have stirred up a hornet’s nest of opposition with his call for athletes who don’t respect the national anthem to be fired.  Many NFL owners and players who were previously indifferent seem to have rallied to the Colin Kaepernick cause.

Kaepernick, of course, considers his protest to be a cry against slavery and racial oppression, for which he holds America to be the guilty party.  Kaepernick’s allies seem to be standing—or rather kneeling—for the right to protest, in opposition not necessarily to America but certainly to President Trump.

So was Trump’s call to action a mistake?  Trump seems to have acted instinctively, and yet here I propose to show his instincts are right on.  Without drawing on either ideology or history, Trump senses that the Left and the Democrats are pushing a big lie. And he’s right.

The Democratic Left, symbolized by Kaepernick, seeks to portray themselves in resistance to oppression.  In this view, Trump represents the party of oppression (bad America) and they represent the party of liberation (good America).  Kneeling at games is intended to convey a refusal to go along with American racism and oppression.

Yet historically, this gets things upside down.  Who is the actual party of racism and oppression?  The Democrats.  Who is the actual party that resisted oppression?  The Republicans.

Here are a few unassailable facts to consider:

–While the secession debate was between the North and the South, the slavery debate was between a pro-slavery Democratic Party and an anti-slavery Republican Party.

–Two of the three Democrats that Lincoln identified as the champions of slavery—Stephen Douglas and James Buchanan—were Northerners.  Only one, Roger Taney, was a Southerner.

–Even after Lincoln’s Emancipation Proclamation, the Democratic platform in 1864 sought a treaty with the Confederacy that would most likely involve a restoration of slavery.

–After the Civil War, the Democrats overwhelmingly opposed the Thirteenth Amendment freeing the slaves, the Fourteenth Amendment granting equal rights under law, and the Fifteenth Amendment giving blacks the right to vote.

–Jim Crow is entirely a legacy of the Democratic Party.  Every segregation law enacted in the South was passed by a Democratic legislature, signed by a Democratic governor, and enforced by Democratic officials.

–After Republicans shut it down in the late nineteenth century, the Ku Klux Klan was revived in the early twentieth century by a progressive Democratic president, Woodrow Wilson, who screened a pro-KKK movie in the White House.

–For decades the Klan served, in the words of progressive historian Eric Foner, as “the domestic terrorist arm of the Democratic Party.”  David Duke is an anomaly; virtually every KKK leader for the past 150 years has been a Democrat.

–As historian Ira Katznelson shows, in order to get the New Deal passed, progressive icon Franklin Delano Roosevelt made deals with racist Democrats to block anti-lynching legislation and to exclude African Americans from most New Deal programs.

–More Republicans than Democrats proportionately voted for the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Fair Housing Bill of 1968.  The main opposition to the civil rights movement came not from the GOP but from racist Democrats.

So are Democrats who pull down Confederate statues and protest the national anthem admitting the historical sins of their party?  Are these acts of honest public disclosure and humble contrition?

Not at all.  They are actually part of the Left’s big lie.  The big lie is to take the historical crimes of the Democratic Party and project them onto someone else.  Let’s blame America.  Let’s blame the South.  Let’s blame the white man.  Let’s blame everyone except the people who actually committed those crimes.

The reason for targeting confederate statues is to make the South, not the Democrats, carry the burden for slavery.  The reason for kneeling during the national anthem is to pretend that America, not the Democrats, is responsible for racial oppression.

“America” didn’t do these things.  Some Americans—namely Democrats—carried out that oppression and other Americans—namely Republicans—fought and eventually stopped them.

Why should the Republican Party, which ended slavery, fought segregation, shut down the Ku Klux Klan, and enabled the Civil Rights Revolution of the 1960s, feel an ounce of guilt for its honorable history?

The GOP, not the Democrats, are the true resistance to racial oppression.  In 1860, Lincoln defined slavery as “you work, I eat.”  Lincoln called the Republicans the party of opportunity and the Democrats the party of enslavement.  Not much has changed.  The central platform of the Democratic Party today is still, “You work, I eat.”

More adept at throwing a ball than reading a book, Colin Kaepernick may not know any of this.  But the leaders of the Democratic Party certainly do.  So they are using suckers like Kaepernick to pin the racist tail on the Republican elephant instead of where it truly belongs, on the Democratic donkey.

Ron Glynn takes on Daily Kos

PNP comment: I looked up Daily Kos on Wikipedia, cuz I had never heard of it. These are the first few paragraphs describing the blog:

Daily Kos /ˈkoʊs/ is an outlet for American political blogging.[2][3][4][5] It functions as a discussion forum and group blog for a variety of netroots activists whose efforts are primarily directed toward influencing and strengthening socially progressive policies and candidates. Additionally, the site features a participatory political encyclopedia (“DKosopedia”), glossaries, and other content.

Daily Kos was founded by Markos Moulitsas (Kos from the last syllable of his first name, his nickname while in the military) in 2002. In 2007, its parent company, Kos Media, LLC, began a fellowship program to help fund a new generation of progressive activists. About a dozen contributing editors provide content for the site, with three to four new editors being chosen from the Daily Kos community every year.

As of September 2014, Daily Kos had an average weekday traffic of hundreds of thousands of visits.[6]

So that is the basics for Ron Glenn’s sarcastic response, which is below. This is one of the many groups actively working against the new U.S. administration. — Editor Liz Bowen

Dear Friends:

Daily Kos just sent the attached out (see below). Through sources of mine, I was able to get an outline of the tips they will give activists so they can be prepared when they storm Elected Officials’ district offices and Town Halls.

DO List:

  1. The night before an event, stay up all night smoking hash and crack so you can have the best haggard look so you can tell the Republican Official that it to due to all their suffering from a prolonged period of anxiety due to all the Republican Hate.

  2. Spend hours standing before a mirror practicing facial expressions which show how upset you are.

  3. Get with a friend and practice your complaints using a whiny voice while shrieking at a high volume.

  4. Make sure the Black Lives Matter, Red Hammer and Sickle, or SEIU t-shirt you will be wearing has recently washed along with you. BO among your fellow protesters is not cool!

  5. When encountering Republican counter protesters, use fascist bully tactics against them while shouting that they are fascists.

  6. Show up early for Town Halls and stand with other associates at the door to block others from entering who do not positively answer the question: “Do you like Michael Moore?”

  7. During a Town Hall, ask the Republican Official a question and then join with others in shouting him or her down before they have chance to answer the question.

  8. If a Town Hall participant asks a question of Republican Official that may result in an answer which would make the Republican Party look good, join others in chorus of loud boos and shouts of ridicule at the person asking the question.

  9. If you are doing a sit in at Republican Congressman’s office, keep asking the receptionist what time it is. Each time they respond, answer with “Oh”.

!0. If you see a reporter with a TV crew, run to it and start complaining about President Trump!

DO NOT List:

  1. Do not admit publically to the Republican Official during a Town Hall that you have been attending the same Public University for 7 years without obtaining that Bachelors degree in Economics.

  2. Do not admit in a Town Hall that you are unemployed and living in your mother’s basement at age 35.

  3. Refrain from addressing the Republican Official as being nothing but a Dirty ******* Nazi!

  4. If a Democrat Official starts sounding like a reasonable person, refrain from calling your Democrat Official as being nothing but a Spineless Jelly Fish Coward or being a closet Trump Supporter.

  5. During a Town Hall, ask the Republican Official a question and then join in with others to shout him or her down before he has a chance to answer the question.

  6. If it looks like you are in too small group of protestors to control a Town Hall, start action to shut down the meeting. If the Republican Official is on a stage, throw yourself onto the stage into a fetal position on the floor, sucking your thumb, and crying like a baby.

  7. Keep sending the largest possible donations to Daily Kos. We understand that many Progressive Online Groups are begging for money daily, but we deserve your money more.

Remember, the crazier they act, the worse they look to the General Public.

PNP Comment:  This (below) is from  Daily Kos whatever that is! — Editor Liz Bowen

Subject: #ResistTrump Volunteer Opportunity in Oregon (please read)

Ronald B, senators and representatives are headed to their home districts this weekend for the first Congressional recess of this term. This recess is the perfect time for us, as constituents, to demand a plan of action for holding the toxic Trump White House accountable.

February 18 – 26, we need to mobilize a critical mass of people to storm elected officials’ district offices, local events and town halls to show Congress in no uncertain terms that we will not sit idly by and let fascists take over our nation. We can’t do it alone.

Sign up here to host a Resistance Recess event in your town. Scroll to the bottom of the page and click “Create a New Event.” We will give you support, tips, and help recruit people to join you.

If you can’t host an event, please chip in $5 to help Daily Kos build a strong movement to resist Trump.

We’re barely a month into this presidency and every day brings a new scandal, a new broken law, and even more resolve from passionate constituents who won’t back down.

Congressional Democrats will hear our demand for them to block every awful thing from this White House. We will not stop pressuring Republicans until they break ranks with this regime.

Resistance is crucial. On Wednesday Andy Puzder, Trump’s anti-worker wage thieving pick for Labor Secretary, withdrew his nomination under pressure from constituents and the media. After mass protests, the xenophobic Muslim travel ban is on hold. It is our duty to raise our voices in opposition to this madness.

It’s imperative that more of us step into leadership.

Sign up here to host a Resistance Recess event in your town. We will absolutely help you make it a success.

If you can’t host an event, please chip in $5 to help Daily Kos build a strong movement to resist Trump.

Keep fighting,

Who will go extinct first, salmon or Valley farmers?

Agriculture - California, Endangered Species Act, Hypocrisy, State gov, Water rights, Water, Resources & Quality

PNP comment: Enviros and government agencies NOT sharing the water is an issue throughout California. — Editor Liz Bowen

Who will go extinct first, salmon or Valley farmers?

Modesto Bee

Here, on the front lines of the state’s recently declared water war, we have more questions than ammunition. Is the State Water Resources Control Board serious? Is the water board even in charge? Was Gov. Jerry Brown’s call for “voluntary agreements,” instead of regulatory demands, a suggestion or an order? Who will go extinct first – salmon or farmers?

OK, that’s a rhetorical question; salmon have a huge head start. But the race isn’t over. To recap: Battle was enjoined Sept. 15 when the water board re-released its justification for taking more water from the Merced, Tuolumne and Stanislaus rivers – which combine to create the San Joaquin before it reaches the Delta.

Fish disease prompts river flushing

Air, Climate & Weather, California water, Endangered Species Act, Federal gov & land grabs, Hypocrisy, Klamath River & Dams, Salmon and fish, Trinity County, Water, Resources & Quality

PNP comment: While it is commendable to want to help inland resident trout, low summer flows are the typical type of summer environment they live in — and do survive. Anyone claiming there is a need to artificially pulse the rivers — in hot August and September — are buying into the lie that it helps salmon.

It actually targets and stimulates the salmon that are happily playing in the ocean to start swimming inland, when there is not sufficient water flows for them. (Pulsing artificially suggests that the autumn rains have arrived  — of which they have not!)

So the salmon will begin swimming up river, when the trouts’ disease and the back-to-normal low water flows will greatly endanger the lives of the salmon. What a bunch of disgusting bunk and fraudulent science pulsing truly is. Why would anyone want to bring the salmon up river before the real autumn rains naturally raise the water flows? — Editor Liz Bowen

To prevent an outbreak of a deadly fish-killing disease, federal officials plan to begin tripling the amount of water flowing out of Lewiston Dam and into the Trinity River.

Starting Thursday, the amount of water coming out of Lewiston Dam will increase from 450 cubic-feet per second to about 1,300 cfs, according to the U.S. Bureau of Reclamation, which operates the dam.

The Trinity River flows into the Klamath River and the higher flows in the Trinity are meant to aid salmon and trout in the Klamath.

Federal officials and others are worried about an outbreak of a disease called ich, which spreads among fish crowded into slow-moving pools of warm water in the river. The higher flows from the Trinity are supposed to flush out the lower Klamath with cooler water and reduce crowding among the fish.

A small number of fish have become infected in “extremely warm water” in the Klamath, said Michael Belchik, a senior fisheries biologist for the Yurok Tribe, which is based on the Klamath River.

An ich outbreak in 2002 killed some 35,000 salmon and steelhead trout in the river.

“We take this threat to our fish very seriously, and we’re looking at every option to protect our fish,” said Thomas P. O’Rourke, Yurok Tribe chairman. “We don’t want to go through another catastrophe like the fish kill in 2002, and we will do anything we can to avoid that outcome this year.”

The Klamath Fish Health Assessment Team, which monitors fish fitness in the river, rated danger in the stream on Wednesday at “yellow” because of unfavorable physical and chemical conditions in the stream.

There are four “levels of readiness,” for the river, starting at green, the lowest level and best conditions for fish. Levels increase to yellow, orange and red, which means a fish kill is imminent or underway, according to the team’s website.

During the past several years of warm summer weather and drought, the higher releases from Lewiston Dam have been an annual event in August and September.

This year’s higher flows, which could go as high as 3,500 cfs, are expected to last until late September.

David Coxey, general manager of the Bella Vista Water District in Redding, said sending more water down the Trinity River means there will be less water for cities and agriculture in the Sacramento and San Joaquin valleys.

Nearly all the municipal water districts in the Redding area get water through the bureau.

“It’s disheartening how our supply reliability continues to erode,” Coxey said.

There is also less hydropower generated when more water is sent down the Trinity River, Coxey said.

Water is shipped via large pipes from Lewiston Lake to Whiskeytown Lake, where it is used to also generate power at the Carr Powerhouse. The water is then shipped by pipe again from Whiskeytown to Keswick Reservoir, where power is generated again at the Spring Creek Powerhouse.

Higher flows into the Trinity and Klamath rivers also ultimately mean less water flowing into the Sacramento River to aid endangered winter-run chinook salmon that spawn in the river in Redding, Coxey said.

“This is a discouraging decision that further hurts the salmon over here,” he said.

US demotes judge who ruled for key rancher against Feds

CORRUPTION, Courts, Federal gov & land grabs, Hypocrisy, Lawsuits

Comment from facebook by Ramona Morrison:  Judge Jones made findings in US v Hage nearly identical to those of Judge Smith of the US Court of Federal Claims in Hage v US. However 2 Obama and 1 Clinton appointed 9th Circuit justices determined Jones was biased and forcibly removed him from our case. No such finding was made about Judge Smith. There is a chilling character assassination occurring by liberal justices in the most overturned court in the country, the 9th Circuit, of a Bush appointed district court judge. If liberal appellate judges can take out any so called conservative judge by violating their own rules of procedure as they did in this case, Americans should be deeply concerned about the integrity of the judiciary. Jones is the smartest Judge I have ever witnessed in the courtroom and this attack on him should be a cause of great concern all law and order minded Americans.

The Westerner

Friday, April 22, 2016

The U.S. government has downgraded a judge who had ruled in favor of a Nevada rancher and against the Feds. Reno judge Robert Clive Jones, appointed by President George W. Bush in 2003, has repeatedly clashed with the 9th U.S. Circuit Court of Appeals not only on the rancher case but on the gay marriage issue. Jones is being relegated to what is called “senior status,” making him a part-time judge. In a decades-long dispute between the government and the E. Wayne Hage family’s Pine Creek Ranch near Tonopah, Jones had ruled in favor of the rancher. The case is well known in the West among property rights advocates who charge the government “exercises a heavy hand” in relations with those who make their livelihood off the land, a report in the Las Vegas Review-Journal said. At issue was whether Hage, who is now deceased, and his son, Wayne Hage, who is currently defending the case, had grazed cattle on federal land without authorization. Jones ruled in favor of the Hages and the appeals court overturned the decision, citing Jones’s bias. In a separate opinion that is not published, the appeals court reversed contempt citations Jones made against the Bureau of Land Management and U.S. Forest Service employees, the Review-Journal reported. On April 19, Chief U.S. District Judge Gloria Navarro in Nevada assigned the Hage case to herself…more

Hetch Hetchy: Environmental hypocrisy, San Francisco-style

Agriculture - California, Dams other than Klamath, Hypocrisy, Water, Resources & Quality

Manteca Bulletin.com

POSTED April 8, 2016 1:48 a.m.

There is perhaps no smugger environmentalist than  one who resides in San Francisco.
The city is home to the Sierra Club, Save the Redwoods League and boosts some of the country’s strongest concentrations of membership in more radical movements such as People for the Ethical Treatment of Animals as well as Earth First!
San Francisco intellectuals are noted for attacking Central Valley farmers, Sierra lumbermen and Los Angeles for environmental crimes.
The most enduring symbol of hatred for the San Francisco environmental crowd is dams. They represent everything supposedly evil about modern-day California. They contend the huge concrete structures destroy wild rivers, flood pristine canyons and spur urban growth where it shouldn’t occur.
The San Francisco crowd’s favorite whipping boy is Los Angeles. They detest what Los Angeles has done in the name of water development, specifically with the Owens Valley and Mono Lake. The devastation caused by diverting large amounts of water from the eastern Sierra watershed starting in the 1920s to satisfy LA’s ever growing thirst is routinely described as one of the “biggest environmental disasters of the 20th century.”
It’s a shame San Franciscan environmentalists are such hypocrites. If it wasn’t for the wanton destruction of Hetch Hetchy Valley, San Francisco wouldn’t have had the cheap water needed to grow into a cosmopolitan city at the tip of a peninsula without the local water to support 900,000 residents.
That same exact criticism is leveled at Los Angeles by the Sierra Club crowd. The City of Angeles should never have been allowed to spring up  on land that didn’t have reliable sources of local water to support its growth. The importation of cheap water at the expense of the provinces in the distant Sierra was the only way L.A. could grow.
San Francisco should know. They beat L.A. to the punch. The city destroyed Hetch Hetchy Valley — a place the environmentalists’ icon John Muir described as second only to Yosemite Valley in beauty —   long before the Los Angeles Water Department started stealing water rights in the Owens Valley.
The political maneuvering San Francisco did in Congress to build a dam in a national park in the 1910s was as underhanded as the well-documented deceit that took place in the Owens Valley.
To add insult to injury, San Francisco pays pennies on the dollar for the cost other municipalities pay for water collected and stored in other dams on federal property. The city’s prosperity is essentially subsidized by the rest of the country.
The holier-than-thou stance of most San Francisco environmentalists is a bit too much to stomach given The City destroyed a pristine Sierra canyon to help fuel its prosperity.
San Francisco traces its tremendous growth from an outpost 167 years ago to one of the most cosmopolitan cities the world has ever known to the Gold Rush.
The Gold Rush brought “environmental havoc” to California.
We know this because Earth First! as well as the Sierra Club constantly remind the rest of us — particularly those in the Central Valley — that we are destroying the planet by accommodating urban growth as well as how we are toiling the soil to produce food.
Sierra and North Coast timber interests are routinely slammed for desecrating forests. It is nothing compared to the wholesale cutting that was done to produce lumber for San Francisco. Nor does it begin to compare with the massive amount of earth displaced by gold seekers  who essentially shipped their wealth back to San Francisco.
Environmentalists are absolutely right that we have to balance growth and various practices needed to support civilization such as farming and mining against the need to protect as well as preserve nature.
They are wrong not to hold San Francisco and its suburbs to the same high standards.
It took Central Valley counties two decades to get the Federal Environmental Protection Agency to concede what everyone this side of the Altamont Pass and Carquinez Strait already knew — the San Francisco Bay Area is responsible for a large chunk of our air pollution.
The ocean breezes clear the auto-generated smog as well as pollution from factories into the 360-mile long Central Valley basin where it is trapped by mountains on all sides.
The San Francisco Bay Area was finally held to the same stringent factory output standards as the Central Valley.
Hetch Hetchy — which moves water to San Francisco via the original “tunnel” bypassing the Delta via the pipeline that runs from Yosemite National Park under Modesto and the valley floor to the Bay Area —  doesn’t sacrifice an ounce of its water to help the Delta Smelt.
San Francisco shouldn’t be allowed to obtain highly subsidized Sierra water while being excused from any federal court order or bureaucratic edict requiring everyone else in California to sacrifice water to resolve the Delta-Bay quality issues.

Federal takeover to achieve removal of agricultural crop production

Agriculture, Constitution, Dams other than Klamath, Federal gov & land grabs, Hypocrisy, Ranch life, Tribes

Federal Takeover of State Authority, Property Rights & Citizen Civil Rights

To Achieve Removal of Crop Production in Western States

Here is the Big Picture of a collection of federal programs cramming down right now on individual landowners in Western States, and specifically, Western Montana:

  1. All Western Watershed Management Plans for the great rivers (Missouri, Mississippi, Columbia, etc.) have transitioned their primary purpose from agriculture and economic development to “tribal sovereign cultural resources, ESA, etc.). Irrigation is now at the bottom of the list for use of major river waters.

  1. Capturing state waters using tribal governments as pawns. (See CSKT Compact, Klamath Dams, etc.).

  1. BIA-owned/controlled power and energy entities. Now requires ALL customers of BIA-owned/controlled power or energy entities to provide extensive and intrusive personal information (i.e. social security numbers, EIN numbers, # of acres owned, annual water/power use, number of persons in households, household incomes, etc. (See March 31, 2016 Federal Register).

  1. Indian Energy Program as “Indian Economic development” to transfer public utilities (dams, energy plants) from public utilities to tribal sovereign assets. (Billions of dollars and huge federal facilitation for tribes to take over major pockets of our nation’s power grid.

  1. Obama’s new federal “Drought Resilience” Program, with complete capability of pinning down individual landowners. (See Federal Register, Presidential Proclamation, March 21, 2016).

  1. The CSKT Compact on the Flathead Reservation and directly impacting 11 Western Montana counties. Approved by Montana Legislature, April 11, 2015.

  1. Transfer of Kerr Dam to CSKT, September 5, 2015. Now all water rates (wholesale and retail) are controlled by the feds/tribe with NO caps, and NO review by Montana Public Services Commission.

  1. Mission Valley Power Company. Owned by BIA, operated by CSKT. Now wholesale and retail electric rates have NO caps, and NO review by Montana Public Services Commission.

It would be impossible for our friends and neighbor landowners here on the Flathead Indian Reservation to be completely aware of all of these forces and processes bearing directly down on their own individual lands, intended to take out crop production here and across the Western States.  The ultimate goal is to take out landowners, property rights, and replace State authority with federal/tribal jurisdiction in wide swaths. But it IS happening right NOW, and has been quietly developed by multiple agencies for a couple of decades.  Failure of landowners to act makes it a certainty. In Western Montana, crop production IS our economy.

And NO government will help. All governments are intentionally adversarial to the landowner. We ONLY have the federal court.

The GOOD News:  All of the above constitutes a whole volume of federal violations of the U.S. Constitution, Montana State Constitution, Tribal Constitution, egregious violations of the federal Administrative Procedures Act (APA) such as due process, discrimination, – actually this whole collusion of federal agencies constitutes a Racketeering (RICO) violation, violates the Sherman Antitrust Act, which applies to the Federal Government, and countless other laws and regulations.

The irony is that the black/white printed law is on OUR side since all these agencies have intentionally gone rogue and no longer follow their own regulations or any laws.  Court is our only hope, but court will be clumsy and tedious at first, moving through the lower courts (most filled with Obama appointees), then up to the Appellate Court where help should come (even from the unpredictable 9th Circuit).and on up to the Supreme Court.

PacifiCorp Pursues Dam Removal After Collapse Of Klamath Legislation

Hypocrisy, KBRA or KHSA, Klamath River & Dams

PNP comment: I believe this is a very biased article. It would be surprising if much of the monies in the CA 2014 Water Bond are still available for dam destruction. We knew after the demise of the KBRA that the Greenies would put pressure on FERC and PacifiCorp to take the dams out.  Remember, even if PcaifiCorp really does want to demolish the dams, there is still a complicated process that must be followed. I believe this is a bunch of blow-harding. You know the kind:  If you say it long enough people will believe it!  Please do not be drawn-in by this as there is much more than meets the eye. Look at the people that are quoted, certainly no one from the “Save the Dams” side. But I will admit that “they” are not quitting. So we must be prepared to save the dams, because dam removal will destroy the river, water quality, wildlife and fish.– Editor Liz Bowen

by Jeff Mapes OPB | Jan. 20, 2016 4:28 p.m.

PacifiCorp is now trying to reach a quick deal with federal and state regulators to remove four aged dams on the Klamath River.

The aggressive action by the big western utility follows the failure of Congress over the last four years to pass sweeping legislation aimed at ending the water wars in the Klamath Basin that straddles the states of Oregon and California.

Supporters of restoring free flows on one of the West Coast’s biggest salmon rivers are cheered by the prospect of finally seeing the dams demolished. But Klamath Basin farmers say they’re worried they will be left behind without any of the water guarantees included in the federal legislation.

That legislation collapsed last month in large part because of Republican opposition to language that would have helped speed removal of the four PacifiCorp dams, three in California and one in Oregon.

But, ironically, it may be that a move toward dam removal is the first major result to come out the failure of of the legislation.

Bob Gravely, a PacifiCorp spokesman, said  removing the dams is “still our preferred path.”

The utility is talking with officials from Oregon, California and the federal government on modifications to one of the key pacts – the Klamath Hydropower Settlement Agreement – aimed at ending the pitched fights over the river’s future.

Gravely said the utility wants to quickly reach a deal to access some $250 million from a California water bond approved by voters that could help pay for dam removal. The utility is also facing pressure from California’s decision to restart action on a new water quality permit for the dams, something that PacifiCorp could be hard-pressed to win.

“If we’re going to move forward” with a new version of the hydropower settlement agreement, Gravely said, “we think it has to happen quickly … I think months.”

Rep. Jared Huffman, D-California, whose coastal district includes the mouth of the Klamath River, said he’s optimistic that the congressional failure of the agreement puts new pressure on PacifiCorp to move toward removing the dams.

“Frankly, I’m more encouraged than I’ve been in a while,” Hoffman said in an interview with OPB. “I see more possibilities for dam removal and restoration, without this paralysis that, frankly, this agreement had brought us to.
